Frequently Asked Questions about NG eCall

Technical Service, Certification & Type Approval

Yes, DEKRA is accredited ISO 17025 to cover eCall and NGeCall. This accreditation opens the door to collaborate with any Technical Service.
In addition, please let us highlight that DEKRA Technical Service can work with different authorities in case you have a specific preference. We are nominated as an eCall/NGeCall Tech. Service by KBA (German Authority), RWD (Netherland Authority) and SNCH (Luxemburg Authority).
Moreover, DEKRA Technical Service is also able to collaborate with any other Tech. Service depending on customer’s preference.
The quick answer is no. Our process and testing methods have been optimized to complete the homologation process within a similar timeframe. In addition, both the Tech. Services process and the Authority review timeline are similar.
However, two important points must be taken into consideration:
  • First, the device’s maturity level must be sufficient to complete the testing activities without any blocking issues. This means that the device under test should have already undergone an internal validation process before starting the official testing phase.
  • Second, the timing for the Declaration of Conformity testing will depend on the scope defined by the customer.
No. Although the EU DoC EN 17240 mentions this standard, it’s only to indicate that EN 17240 does not define audio quality tests. None of the tests or annexes in the current approved versions of the regulations require compliance with these tests at the STU level.
On the other hand, these tests are a prerequisite for obtaining UNECE R144 type approval, but at the vehicle level, not the STU level.
At the moment only N1 and M1 categories. There are standards covering additional vehicle categories, but these are currently not mandatory. For M3 vehicles, the reference standard is CEN/TR 17249-1.
Similarly, other CEN standards exist for additional vehicle types, including self-propelled machinery and special vehicles. However, as with M3, these standards are not yet mandatory.
Yes, we have already all the necessary to execute the test cases related to Hybrid.
If Legacy eCall is still supported, yes. On the other hand, if only NG eCall is supported it is not necessary.

Legacy eCall, Hybrid eCall & NG-eCall Transition

It will only be mandatory if the STU supports the hybrid mode defined in EN 17905. Otherwise, only pure NG-eCall will be required.
EN 17905 Chapter 6.4: “A separate set of normative documents EN 17905 (HLAP) and EN 18052 (Conformance testing) for this hybrid situation are available and shall be applied if supported by the IVS.”
It is the OEM’s responsibility to ensure that the TA is up to date to support the PTI testing procedure. Furthermore, it is the OEM and Owner’s responsibility to ensure that the vehicle is updated to a version that supports the tests.
This will mainly depend on each country and on when the required infrastructure is fully available to complete the transition toward the new generation eCall systems.
Vehicles that are still being commercialized on the market will need to be updated to NG eCall before 2028. Vehicles that are no longer being placed on the market and are not updated to NG eCall will eventually become unable to provide emergency call services once the 2G/3G networks are deactivated.
Currently, there is no regulatory requirement to update vehicles that are already out of the market after 2028.
Once the vehicle has obtained the Type Approval for NG eCall it can be updated via OTA (or other method indicated by the manufacturer).

International Homologation & Regional Requirements

Certainly. We have a full automotive emergency solutions portfolio to cover all different region’s schemes.
The ERA-GLONASS scheme has some particularities and still is in place some bands to work in some specific areas. However, we have in place a partner agreement to provide this homologation without any limitation. We have been successfully collaborating with this partner on different projects since 2018.
UAE and KSA are still requiring 3G support so legacy eCall standards and regulation are still applying.
For the UAE and Saudi Arabia, additional GNSS testing is required. However, the remaining test results and documentation can generally be reused.
For Japan and China, the homologation process must be performed independently according to the respective local requirements and regulations.
On the other hand, Turkey accepts the EU Test Report as part of the homologation process.

Network, Infrastructure & Technical Ecosystem

There are several standards defining the requirements applicable to MNOs. For example, CEN TS 17240 covers NG eCall, while CEN TS 18052 addresses Hybrid eCall requirements. 
However, currently there is no dedicated certification scheme available, as happens with PSAPs as well. Nevertheless, as an accredited laboratory we are in position to generate accreditate test reports as proof of compliance.
The data volume is expected to be similar to that of a regular IMS call, since the MSD is transmitted within the SIP message used during the call initialization phase.  
Yes. Supporting PSAP validation and certification for Legacy, Hybrid, and NG eCall standards is part of DEKRA’s service portfolio.
